This is quite unspecified. For example, I cannot read out from this whether this is supposed to be an attack encompassing all elements at once or simply that you can pick the element of it?

Either way, having all elements up for picking like that is quite too much. Not to mention this attack barely features Eostre whereas it's supposed to be an attack in combination with her.

It would be better if you stuck to values like 15%/25%/50%/75%/100%/125%/150%/... if possible

45% is such an odd and unnecessary value to use here. Meanwhile 30% instead of 25% will always work against you. And there's simply no reason to take 30% over 25%. Dex attacking will cost 0%.
