Outline For Sandbox City

Eternal Divide-like event has occurred. With demons flowing into the Earth, so too did more humans awakened their Personas. Demon Summoners would too come to prominence as well with the spread of demon summoning devices and the rise of traditional demon summoning families. However, the sudden appearance of rips in reality (Tears) has continued to bring forth ever more demons and... what other indescribable phenomenons onto this Earth.

The world faced its post-apocalyptic future with varying degrees of success and failures. One in particular stood from the rest: Sandbox City. A region cleared by an enterprising demon summoner. Since then began to develop the area with the power of demons and other Persona-Users to create a fast developing regional power with actual wealth, commerce, and opportunity: A Shangri-La to speak.

It will treat Persona-Users as higher status in general, while legally they have just as much legal rights as anybody with no powers. Idols will have Personas. But most importantly, there will be combative sport teams with Personas. There will also be an economy of scavengers that travel through Tears that bring back supernatural resources, magnetite and corpse parts of demons, before closing the Tears. (Establishment of guilds) Volunteers that scour through Tears to close them for the safety of the city. (Guilds too) There is an established law enforcement of devil summoners, persona users, and ASSW to keep the peace. (Must not be in a guild or be an idol)

Of course, there are some criminal elements. Most notorious of them will be the Syndicate, known for their penchant for larceny and burglary and for punishing the corrupt elements in the city. (Phantom Thieves equivalent. They are Persona-classes only and get to have alt. appearances by obtaining a 'Masque" from the Syndicate).

There are conspiratorial elements in the City. One notably of an anti-Persona and anti-demon group known for sometimes terrorizing the government. (Heretic analogue) Some may wish to bring back the chaos of the demons instead. (Skelter analogue) Others are of religious origin and have insidious objectives (The Church).

Much of the city's wealth comes from the nearby mines that are regularly infested with demons and shadows. So Persona-Users, Forgotten, and Demon Summoners are allowed to be hired as protective detail or as miners. Shangri-La has a huge research district dedicated to the understanding of the supernatural and the construction of inventions based off their findings.

All of the research and projects are said to be of follow humanitarian guidelines. But some may are of the shadiest and immoral nature. However, the city president has given much laissez-faire to their operations so as long as they bring in profit.

Demons are still looked upon with fear. And by extension, summoners are seen with askance.

World Timeline

2020 --> A cataclysmic event takes place. Demons begin to pour out into Earth through "Tears" in Reality. They begin to rampage through cities, towns, states, and countries on a global scale. Ancient occult conspiracies pick up on this and act accordingly to quell the invaders while working alongside with the Government. This event has been called Armageddon, but is known by other names such as the Divide or the Apocalypse.

Humankind faces a near-extinction event. The conspiracies begin fighting over territory while exercising their power over the Common Man. Soon, the emergence of a Demon Summoning COMP allows even normal humans to possess the power to fight back. Persona Users begin to awaken with more regularity than ever before in recorded history.

Even with demons still terrorizing the Earth, Humans inevitably war against each other in several continents to claim dominance over the broken world order. Many continents lose contact, or have very little of it if any, with each other over the years.

2027 --> Mankind finally has acclimated to the demon threat. And a new state of affairs has been set for world governments that either have survived the phenomenon or have been replaced. However, resources are beginning to be taxed due to destroyed infrastructure and institutions. Process of rebuilding begins for many. Skirmishes between local governments happen. Communication between continents are still limited, but improved.

2043 --> Rise of a new prospering city, Shangri-La. Becomes a powerhouse of its own supplying the World with much needed resources to rebuild. Has been praised as a city of innovation and opportunity, led by >Insert President's Name<. People begin to reach towards Shangri-La based on these rumors. Most importantly, it is said that people cannot truly die there and holds the secrets of immortality.

Shangri-La Timeline

2030 --> Future President, a skilled demon summoner with his clan, comes in and rallies people to quell the demonic threat and put down warlords.

2035 --> Manages to claim dominance in the region and drive back the demons. Later experiences Shadow activity. However, begins plan to rebuild.

2036 --> Later notices many of the demons and even "shadows" come from nearby forests that hold caves. Notice the unique effects of the caves in which even if you are killed, you can get up again to a certain extent. Seems to have a youth-rejuvenating effect to some degree. Only normal people don't apply. Discover whole new worlds through the caves. This fast-tracks reconstruction even faster thanks to resources while establish government tries to keep up.

Guilds are created to help local law enforcement deal with supernatural threads. But also to protect burgeoning companies working off the new resources in Shangri-La. An idol and sports culture/economy of persona users begins to grow.

2036 - 2047 --> Rogue elements in the city try to usurp the President and his clan. They fail. Though casualties were kept relatively low among the non-awakened. However, some non-awakened begin to feel misgivings of being seen as second-class citizens.

2037 --> Fitzgerald Corporation begins reaching out to the President for connections and for future business in matters related to the occult and supernatural. They help kickstart R&D in all things supernatural with other business partners.

An unknown group of terrorists target guilds, idols, law enforcement, and sport celebrities that use Personas and Demons. Business conglomerates included.

2038 --> The Church sets up shop. Begins proselytizing and investigating the possibility of a Holy Land. The effect of "pseudo-immortality" of the caves seem to have spread into the rest of the city.

Syndicate begins to grow, but relatively unknown. Underground group not fully understood by the government.

2047 --> Debuts as a growing power that's attracting all sorts of people looking for opportunity.

10 worlds in the caves = to maybe 10 huge maps with their own unique environments.

Leylines are key to this city. It's what the President took control of in order to spread the rejuvenation effect to the rest of the city. Their time is preoccupied with managing those leylines, through contracting the God that inhabits the lands.

Rejuvenation is due to the land becoming a the razor-thin boundary between life and death. Hence, everything seems to have an effect on said Persona Using classes and Demon Summoners.

Tower District (District 1)

Currently called "Old Shangri-La" or the "Tower", the District was shortly established after President Clarke claimed full dominance over the entire region of Shangri-La. Once starting off as a small town, the District was where many of the city's current leaders in power began to grow and shine into the people they are now. As Shangri-La grew, many of the various functions of the city began to divide into the new Districts outside of its perimeter. The Tower District presently serves as an administrative and educational district overseeing the bureaucratic and administrative processes of the City. The most important landmark in this district is the enormous tower building that towers over the city and serves as the central administration building.

Central Administration/Babylon: A tall building with several tens of floors that stands out from the other establishments through sheer size. It is where the city's bureaucratic structure begins and ends throughout the year. The President can be seen here and works tirelessly for the City. Though, don't expect to get his attention so easily. A few perceptible individuals will notice there is something "congested" here...

Kunlun Academy: Shortly established once peace and order was set in stone within the Shangri-La populace. Attracts the greatest minds and the individuals with great potential from the world. The Academy serves students of all educational levels from Kindergarten to College while separating them into several other campuses all over the district accordingly. Guilds and even the Demon Suppression Force tend to scout out notable students with great potential or capabalities here.

Demon Suppression Force Central Department: Once originally a militia of a ragtag group of your everyday people with Demon Summoning Programs and Persona Users. They survived through trial by fire led by President Clarke and the current Commander Lorenzo Costa. With actual professionals joining officially, they began to become a professional organization that they are now today. The D.S.F. are on the front lines keeping down Demons and Shadows from flooding and destroying the City while cooperating with local law enforcement and disaster response teams.

Central headquarters of the Demon Suppression Force and its standard academy for the training of new potential personnel. It has its barracks, debriefing rooms, gym and dojo for training, and some personal bedrooms for more higher ranking officers. It also possesses its own R&D unit that collaborates with guilds and the corporations in the Research District.

Police/Fire/Medical Central Department: Your local law enforcement, fire department, and medical department responsible for the organization and the supply of all of their respective departments all over the city's districts. They are necessary for the day-to-day activities of the city. However, in the matters of supernatural activities, they must defer to the D.S.F.

Fitzgerald District (District 7)

A more recent addition to the many districts of Shangri-La. Its creation can be attributed to the Fitzgerald Corporation generously giving low-interest loans and other necessary resources to many scientific minds wanting to dive into the rabbit hole that is the supernatural. As a beneficial consequence, it did much to help to catapult Shangri-La to even greater prominence with the many advances in research and technological development. And of course, it is common knowledge that the Fitzgerald's more or less own the area through sheer funding and profit alone. Hence, they made room to allow other industries to flourish in the district. Though they have allowed the central government to continue their activities and to manage most of its day to day operations for them.

The District is more technologically advanced than many of the other districts by sheer virtue of a mindset of treating the entire district as a kind of sandbox for technological research and development. Though a significant part of the district would be left alone in these experiments. That part being made up of the Central Markets with the Central Bank and the source of the City's modern entertainment industry.

Technological Development Department: The government arm that oversees the research and development in the district. They are the ones that approve or reject proposals from guilds, conglomerates, and the university before proceeding. They mainly watch out for ethical procedures and whether it is worth forking over government funding. But otherwise, they may proceed without said funding. Though if the department discovers some violations, they may send in the D.S.F.

Zant and Euny's Guild:

Heaven's Door: A bar run and managed by Mio Arisato. Furnished with some of the best booze in the world and some of the most obscure concoctions that make even some demons raise their brows at. Blake, Heaven's Door bartender, is capable of even flair bartending to amaze patrons. Though her dull expression could use some work, she can at least give the air of friendliness for professionalism's sake. Rumors say it is truly run by a super-intelligent cool dog, Azami.

• Blake: Blake is a bartender with a resting bitch face, she is kinda dulled out emotionally but she can put a friendlier mask when talking to clients. She lived home alone with her cat(rachel) and dog(deckard). She was a delinquent as a teen. Also has a crush on Mio but will etertain anyone who is charming enough (Staff)
  
• Nagisa: A schoolteacher who regularly stops by and Blake's best friend.
  
• Dogzami: Cool doggo with sunglasses.
  

Colosseum: A huge arena held for sports events and to take part in the chaos that is the Gladiator fight matches. A promotion company centering on competitive combat between Persona Users. Given the destructive power of Persona Users, the Colosseum is outfitted with state-of-the-art technology to keep the audience and referees safe as they marvel the supernatural feats of the competition. Matches can be made in one-on-one fights or even team matches. The ring is interchangeable with several other environments. Equipment used in these fights are replaced with training tools that help to prevent death. But accidents do happen...

Opera House: A massive performance arts center utilized daily by many talent groups and the number of popular idols. It holds many smaller stages for the lesser known personalities. But none can match the central stage that is the Extravaganza, performed by only the most well-known celebrities. The public is welcome to attend any of these stages, for a price.

Central Markets: A huge area full of a variety of stores serving many different customers. It is home of a local swapmeet at the west upper corner of its perimeter. The Central Markets is also where stock exchange and Crypto currencies chug along. But most importantly, this is where the Central Bank of Shangri-La lies at the very center of the area.

Oceanside District (District 2)

The third-to-oldest district in Shangri-La. A very vital area responsible for the city's foreign trade and commerce through reliable shipping from its wide and open shipping harbor. It is also where the beach lies where people come to partake in enjoyment of the gentle rays of the bright sun. The district is known for rather quaint buildings which supplies it with a homely appearance. Several manufacturing factories are placed here for the ease of transport.

Church of Saint Martin: A recent addition to the District as the Church found an opportunity to proselytize further in the Post-Apocalyptic Age. The Church has a robust congregation of believers due to its clergy's use of miracles and faith to grant benevolent help on behalf of the Lord. Currently run by Mother Superior Marianne.

• Mother Superior Marianne: Just Maria. She manages Saint Martin and its group of Executors, Knights, and Exorcists. But masquerades as just any other Sister in the Church.
  

The Boonies (District 3)

Set up nearly at the same time as the Tower District, District 3 was vital for the viability of Shangri-La during its early years for its wide span of farmland. It is situated near a wide lake with its own small beach and several streams of rivers which helps provide natural irrigation of crops. The fertility of the soil also assisted in the growth of a viable food source for the city even now. It has quickly become the de-facto farming district. However, because of its remoteness from the other districts, it was unceremoniously known as the 'Boonies'. The city-dwellers tend to look down on the farmers for being backwards, but the feeling is mutual for the latter as they see the city slickers as lazy and unprincipled.  

Soil And Water Conservation Department: The department responsible for the clean supply of water in the government and the regulation of soil used by the farmers in this district. They also have jurisdiction in the management of farm animals to prevent the spread of disease. Hence, they tend to work in tandem with the Central Medical Department at times. The Water Reservoir is pretty much next door.

Lake: A huge lake with a beach nearby. It's a common place for people to come and enjoy nature. It's the perfect place to swim and to fish. There is a hiking trail nearby, but it is recommended for people to not hike in the night for demons tend to be far more active during that time. Park Rangers are stationed to ensure safety. There is a small hotel that also serves as their post so that they can attend to the needs of their visitors, especially if they have no place to stay for the night.

Underworld (The Frontier)

The source of wealth for Shangri-La. The Underworld is where it all began for the growth of the city. On its own, it's not designated as a district, but rather a frontier from the start due to the dangers of the Demons and much later, the Shadows. Originally it was a group of encampments meant to serve as a buffer from the rest of the City. Shangri-La does hold jurisdiction over the area, but has largely left it in the hands of the Guild Association that manages the other Guilds and the supernaturally-inclined that enter and exit the Elysium.

Nowadays it is very much its own underground city, but for largely the Persona Users and Demon Summoners. The Guild Association handles the day-to-day management with other guilds and conglomerates to keep revenue flowing and order intact. The Association is notoriously known to butt heads with the D.S.F. over the management of the area. However, they have proven to work together when the situation is dire enough for their cooperation.

Guild Association: With advent of groups congregating together for profiting off of the supernatural, the Association was the established to set into stone the Guild & Hunter systems. They are a common place for Hunters to find work on their Bulletin Board to register and an excellent place to perk an ear to the latest local gossip among Persona Users and Demon Summoners. It is also an ideal place to buy necessary equipment.

Quicksilver Guild: The Guild established long after the rise of the Association, but also one of the first few guilds to survive the initial birth and competition of the guild system. It is the Guild best known for offering security services for supply trains going in and out of the Maw. They have the best lay of the area in the Maw while possessing some of the toughest Hunters around. Run by Eiji Reiguu, an S Rank dubbed as the 'Shooting Star'.

The Maw: A series of channels that lead to the very first floor of the Underworld 'dungeons'. There are dangers to be had, but massive rewards are promised equal to the risks you take. The Association has already mapped out several floors already, but there are some even further below that no one knows about. The Maw can only be entered with the permission of the Guild, which is easily granted upon becoming a registered Hunter. Or if you are a member of the D.S.F. However, there are rumors of a hidden entrance elsewhere...
