Fortuna, daughter of Zeus, was considered the Greek goddess of fortune and fate. She was represented with a blindfold-- a common concept among soothsayers and oracles. She was both in charge of the concepts of bad luck and good luck. As many oracles are known, some are able to avert disaster to see into the future, but sometimes the results cause them to occur-- or even are forbidden to change the future to save themselves.

In relation to Phoebe, she represents the nature of fortune's bounty and cruelty in relation to her life and her medical condition that would potentially rob her of her life.

Description: Using her powers as a "Seeress", Phoebe releases Fortuna’s power over luck and fate to change the circumstances of the battle. She changes fate itself to turn the tables in favor of her allies.  Their combined power allows her to swap buffs and debuffs from both allies and enemies between each other. ( Target swapped determined by caster and one target for target transferred) Those durations are increased by +1.

Description: Phoebe channels Fortuna's power to offer a boon to herself or her allies. Fortified fortune allows her to restore 20% of an ally's HP, along with giving a 10% boost to their luck for 1 turn. (Luck boost cannot be reapplied till one post after duration ends, but HP can be recovered despite the limit.)

Your Persona Appearance needs a description of size, this is important for PvP reason. I'm assuming Navigator Form is just fluff text, you won't get any enhanced awareness without taking something like a Soul Skill to do so.

For Twist of Fate you can choose Ailments or buffs but not both, Ailments alone makes it better than Amrita which is already a Tier 3 skill. Bear in mind that bosses and enemies that block Ailments won't have them applied to them. Buffs will also be a one-to-one swap, you would be able to take the buffs a single target has and apply those exact buffs to a single ally which you can do across as many enemies that have them. If one enemy has Heat Riser and you pop this skill only one ally will get those buffs applied, for instance.

Fortified Fortune can't be cast through Remote View, this is why Remote Heal exists. The Luck boost won't apply for 3 turns, a buff like that by itself would have a 3 turn limit so you can't add healing on top of it. It can last for 1 turn and keep the cooldown for the boost. SP should increase to 6 for cost.
