Hmm. That one is tricky. I think you could just make the chance 10%. Since 1/10 is still a decent chance, and you're rolling it each battle too. The effect being pretty dangerous as well. Unless you actually want to risk handicapping yourself that much, because 30% is risky with how often would the chance come up.

Other than that, approved.
