Skill 1: Crawling Chaos | Inflicts a huge amount of Almighty damage on all enemies with a 40% chance of lowering their highest stat (between Ppstr, Pmstr, Dex, Lk) by 30% for three turns (debuff does not stack and can only occur for one stat at a time). | 32 SP | Tier 3 (Mutated Persona / Shadow Self only)
Skill 2: Resist Fire | Resist Agi based skills. | Passive | Tier 4
Skill 3: Spell Master | Halves the SP cost for all magic skills. | Passive | Tier 4
Skill 4: Invigorate 3 | Recovers 7 SP on each user turn | Passive | Tier 3
Skill 5: Unshaken Will | Becomes immune to all mental ailments. | Tier 4
Skill 6: Wind Amp | Increases Wind damage output 50% | Passive | Tier 3
Skill 7: Debilitate | Decreases an enemy's Attack, Defense and Agility by 30% for 3 turns. | 30 SP | Tier 4
Skill 8: Panta Rhei | Inflicts a huge amount of Wind damage to one enemy. | 30 SP | Tier 4

Human Skill card Tier 2- Dark Icarus- Can buff an individuals speed to 15% and give them the the ability of flight for 3 turns with them manifesting small black wings/ 6 SP

| Tier 2 human skill is way too much. You should already know that... Compare it to the actual debuff buff skills that are on the Persona sheet now. They only do it for one ally or enemy at a time, and it's either a buff or a debuff.
Your Tier 4 is fine, but there needs to be a limit to it. Once every three posts sounds fine.
