If I need to make a less broad guess than "They're connected to the Silent" then I'll go with the Angels they carry being repurposed Silent that amplify the existing negative emotions/sins within their hosts in exchange for granting them tremendous power. I also have separate theories like the District Leaders being discarded pieces of Isla or them being the amalgamation of the general public's sins (shoving the darker impulses of the city post-Reification into individual vessels as a necessary evil in order to limit the death toll and contain chaos), but I'm sticking with the Silent one for now, if only because it's built off of past plot connections and we haven't really seen the fallout of Invidia being removed from office yet.

What's your theory on why Isla keeps going to the deepest parts of the Prison every few nights?
Who do you think Heretic is and who gave him/her their ability to sing the Hymn?
Who do you think are the members of J.E.S.T.? Hint** They've all shown up atleast once in the plot without their costumes. Not saying anymore than that.
Do you think Lisa has a part in the whole grand scheme of things? How about Larsinny?

Isla is obviously devouring the souls of captured terrorists/people with potential to keep her massive honkers massive her power or something.
