Special Ability Name: Tier 3 Fusion Attack
Description: A special attack unique to you when wielding this Order Persona Plug. When using this, your Order Persona Plug’s limiters are unleashed, gifting you with the capability of performing a powerful attack. However, once this is done, this Order Persona Plug becomes [unloaded] for you for the remainder of the current dungeon, or until you reach a special checkpoint, meaning you will also temporarily lose any stats granted by it. The attack does Tier 3 amount of damage.
[This Ability evolves into Tier 4 Fusion Attack upon reaching Level 3 with the Plug].

Description: Mot's coffin finally opens and a swirling portal is inside. A bunch of hands come out of the portal in an attempt to pull enemies inside. This attempts to deal 80% chance instant death to all enemies. This also increases the teams instant death resistance by 80% for 3 turns.

No can do percentages against bosses.

I assume the second effect is it increasing the party's Instant Kill Resistance, correct?
It can do both effects all the time btw, the second effect doesn't have to be boss only.
