Description: Kazuki jumps onto Fenghuang's back and the duo lift off into the air. Fenghuang spreads its wings and two spheres of light form in front of the wings. The spheres let loose rainbow-colored blasts of light down upon all enemies for Tier 3 damage. 30% chance of instant death for all enemies.

Description: Fenghuang creates a small sphere of light which Kazuki promptly eats. It gives her the temporary ability to breathe a small flame. It lasts only 3 posts though Kazuki can store the sphere away for later use if necessary. She is also capable of stockpiling the fireball.

Your fusion skill since it's Hama and Tier 3, can have a higher chance to instantly kill. 30% would be fine. As for your Human Skill, it is unfortunately too strong to be Tier 1, since a normal Red Wall that gives resistance to fire lasts for three turns and is Tier 2. A Human Skill is a skill you can use without your Persona and in the real world, so feel free to think on what you have in mind for your Tier 1 skill and edit when ready. It can be an attack, or some kind of utility. As long as it is within Tier 1, your possibilities are endless.

Also, not really a big deal, but has your Persona done anything in Chinese myth? The name is familiar.

I don't think it's done anything special. I'm pretty sure it's mostly symbolic than an actual 'historical' figure in legends and myths.

Because of our battle rules, numbers are rounded down, and kept to increments of 10s, like 10%, 20%. However, it is Tier 1, so you will either have to choose between being able to stockpile your fireball or giving it a 10% chance to burn. Either way, you can lower the SP cost to 4 SP. Once that's all done, you're approved.

Fixed~

It doesn't have to be a percentage. Only HP is a number that changes based on percentage. SP tends to be static no matter how much you have. So you can just have 4 SP as a cost, rather than 4%. Just now for your Human Skill by stockpiling, you'd be able to hold one fireball at a time for three turns, just in case I confused you. Approved.

One more thing, pick one boost for your Arcana latent boost, be is a 15% boost to Fire or Light, not both. Then you'll be set.
