Persona Background: Icarus was the son of the famous craftsman Daedalus in Greek mythology. His father was the creator of the Labyrinth, a huge maze located under the court of King Minos of Crete, where the Minotaur, a half-man half-bull creature lived. In order for the secret of the Labyrinth to be kept, Minos had then imprisoned Daedalus and Icarus in a tower above his palace. Daedalus managed to create two sets of wings for himself and his son, that were made of feathers glued together with wax. He taught Icarus how to fly and warned him not to fly too high, which would cause the wax to melt, nor too low, which would cause the feathers to get wet with sea water. Together, they flew out of the tower towards freedom. However, Icarus soon forgot his father's warnings, and started flying higher and higher, until the wax started melting under the scorching sun. His wings dissolved and he fell into the sea and drowned. The area of the sea where he fell took the name Icarian Sea after him, while a nearby island was named Icaria.

Passive Boosts: Users have a latent 10% boost in damage resistance against physical-based attacks (this is separate from the PEnd stat) and a 10% boost to their Ppstr stat.

Skill 5: Arrow Rain | Inflicts a moderate amount of Pierce damage twice to all enemies. | 18% HP | Tier 2 (Must have used this Persona Plug an additional 10 times in PvS combat or used its Fusion Attack one time in total; Must be a Tier 2 skill or lower; Gain 19 HP and SP, 4 in all other stats, 4 to distribute)

Special Ability Name: Tier 3 Fusion Attack
Description: A special attack unique to you when wielding this Order Persona Plug. When using this, your Order Persona Plug’s limiters are unleashed, gifting you with the capability of performing a powerful attack. However, once this is done, this Order Persona Plug becomes [unloaded] for you for the remainder of the current dungeon, or until you reach a special checkpoint, meaning you will also temporarily lose any stats granted by it. The attack does Tier 3 amount of damage.
[This Ability evolves into Tier 4 Fusion Attack upon reaching Level 3 with the Plug].

Description: Theodore rides on Icarus and pilots him to do rapid circles around the enemies leaving a dense gust that is hard to see through, doing moderate wind damage and reduces all enemies' agility by 30%

Looks good to me except for one thing.

Skill 2 on an Order plug is supposed to be a Tier 1 Skill as seen here

You got Eerie Sound on there which is Tier 2, unfortunately your going to have to find a Tier 1 skill to replace Eerie Sound with.

But apart from that this looks good to me just that slight error

You can bump the 25% decrease to agility to 30% so its a little more useful to you
